Camp Green Lake

How did Camp Green Lake become a prison camp?  What factors contributed to it?

    I think Camp Green Lake became a prison because the Warden might of told the government the boys were digging for Characteristics. But they weren't, they were digging for the K.B treasure.

    The Warden wants to find the treasure that bad she decided that it could be a prison that you dig holes in so if anybody finds the treasure the Warden would be rich
